What I checked

The official map screenshot is the only picture I have of gym floors. It shows Act 1: Brock on 4, Misty on 8, Lt. Surge on 11, Erika as the final fight of the act. Later gym teams are build text, so I label them build-only.

A Reddit player wrote about failing to catch Articuno in the first area and seeing Mewtwo at the end. The build does not place Articuno on a fixed tile. It is a roam roll on floors 8–11.

Elite Four and Blue

Build-only teams: Lorelei uses Cloyster, Jynx, and Lapras. Bruno uses Hitmonchan, Hitmonlee, and Machamp. Agatha uses Golbat, Haunter, and Gengar. Lance uses Gyarados, Aerodactyl, and Dragonite. Blue uses Pidgeot, Alakazam, Rhydon, Exeggutor, plus a final form that beats your starter.

Rival Blue also appears on floor 6 and picks the starter that beats yours: Charmander into Squirtle, Squirtle into Bulbasaur, Bulbasaur into Charmander. That matchup is build-only.

After Blue

Mewtwo is a hidden fight in Cerulean Cave after you are champion, not the ending of the story. Beating Mewtwo adds a Master Ball to later runs. Catching Mewtwo unlocks Mewtwo as a Kanto starter (72 HP, Pressure, +1 energy) in the build. One player comment is the only community report of that fight.
